CPU stuck at 0.79 GHz or severe thermal throttling
The processor downclocks to its lowest base multiplier (often 799 MHz) due to thermal protection triggers or stuck PROCHOT sensor signals.

If CPU temperatures are cool (30-40°C) but frequency is stuck at 0.79 GHz, a faulty motherboard or power supply temperature sensor is sending a false PROCHOT signal. Use ThrottleStop to uncheck BD PROCHOT for testing.
