IPv6 enabled on router but lacking upstream routing (20-second page load lag)
Windows attempts to connect via IPv6 by default, but times out repeatedly before falling back to IPv4 (Happy Eyeballs timeout).
Internal desktop parts run on harmless 12V DC voltage and cannot shock you. Simply unplug the wall power cable first, then touch the unpainted metal case frame to ground static electricity.

Configure IPv4 preference over IPv6 via registry
Microsoft provides an official wizard to prefer IPv4 over IPv6 in prefix policies, eliminating lookup timeouts.
Check router IPv6 WAN settings
Log in to your router. If your ISP does not provide native IPv6 routing, toggle IPv6 to Disabled on the router WAN interface.
Flush DNS resolver cache
Run 'ipconfig /flushdns' in Command Prompt to purge cached AAAA (IPv6) DNS resource records.
